how to regularize the absence period of DOP employees during lock down

A covering order has been issued by the postal directorate regarding the regularization of the period of absence of officer of the department of posts due to lockdown during COVID-19 pandemic.

The postal directorate has directed to all postal circle to follow the DoPT letter no. 14029/5/2019-Estt.(L)(Pt.2) dated 28.07.2020 regarding this.

What are the orders of DoPT on regularization of absence during the lockdown

Department of personnel and training (DoPT) has already been issued an order regarding clarification on the regularization of the absence of official during the lockdown. 

DoPT has given clarification on the different situation during the lockdown in the above orders which is as follows

Situation 01-
Government servants who were on official tour and were unable to return their HQ due to non-availability of public transport

Clarification by DoPt on Situation 01
Deemed to have joined duty on the date of expiry of the official tour, if intimation in any form, indicating difficulty in joining duty due to non-availability of public transport/flights, has been given by the Government servant to the office.

Situation 02-
Government servants who were on leave before the issue of lockdown orders with effect from 25.03.2020 and the leave ended during the lockdown.

Clarification by DoPt on situation 02
Deemed to have joined duty from the date of expiry of leave, if intimation in any form, indicating difficulty in joining duty due to non-availability of public transport has been given by the Government servant to the office. In case of leave on medical grounds, this is subject to the production of medical/fitness certificates.

Situation 03
Government servants who left HQ on the weekend before lockdown, i.e. 20.03.2020 (Friday), but could not return to HQ on 23.03.2020 (Monday) due to non-availability of transport.

Clarification by DoPt on situation 03
Deemed to have joined on 23.03.2020, if intimation, in any form indicating difficulty in joining duty due to non-availability of public transport has been given by the Government servant to the office. 

Situation 04
Government servants who were on leave before the issue of orders on lockdown with effect from  25.03.2020 and the leave expired during the lockdown period, but who wish to curtail the leave before expiry and join duty.

Clarification by DoPt on situation 04
Curtailment of sanctioned leave may not be agreed to unless allowed by the leave sanctioning authority only in rare cases based on official exigency. From the date following the date of expiry of leave during the period lockdown, the employee may be deemed to have join duty.
